Do I Need an FBI Background Check for a UAE Work Visa?
Often, yes. Many UAE employers ask new hires for a home-country police clearance, which for U.S. citizens and former U.S. residents means an FBI background check. The catch: an FBI report with only an apostille is not accepted in the UAE. Here is how to get it and the attestation steps it needs.
The requirement is most common in education, healthcare, government, and other regulated roles, but any employer or free zone can ask for it. It is usually requested after a job offer and before the employment visa or Emirates ID is finalised.
This guide explains what the FBI background check is, how to get it, and the attestation steps it needs before UAE authorities will accept it.
What the FBI Background Check Is and How to Get It
The FBI background check is officially called the FBI Identity History Summary. According to the U.S. Department of State, it is a fingerprint-based record of any criminal history reported to the FBI, so it cannot be ordered with just your name. Getting one takes two steps:
- Fingerprints. Your prints are taken on an FBI fingerprint card (commonly the FD-258; the FBI's own FAQ names the FD-1164) or captured electronically. Clear, complete prints matter: smudged or faint prints are a common reason for rejection and a weeks-long delay
- The request. The fingerprints are submitted to the FBI, either directly or through an FBI-approved channeler (the FBI says channelers serve applicants located in the U.S.), and the FBI issues your Identity History Summary
Our guides to why fingerprints get rejected and who can submit your fingerprint card cover the first two steps in more detail.
Why an Apostille Is Not Enough for the UAE
The UAE is not a member of the Hague Apostille Convention, so an apostille alone is not sufficient for an FBI report (Certifix). For countries outside the Convention, the U.S. Department of State says the destination country's embassy must authenticate the document after all U.S. authentications are done. The route for an FBI report going to the UAE:
- U.S. Department of State authentication. The Office of Authentications in Washington, D.C. certifies the FBI report. It is a federal document, so your state's Secretary of State cannot do this step
- UAE Embassy attestation in the United States
- MOFA attestation by the UAE Ministry of Foreign Affairs, once the document is in the UAE
- Arabic translation, if requested. Some UAE authorities or employers ask for a certified Arabic translation, usually done after attestation

Mistakes to Avoid
- Stopping at the apostille. This is the most common mistake for the UAE. Ask for U.S. Department of State authentication and UAE Embassy attestation instead
- Sending the FBI report to your state. State Secretary of State offices cannot authenticate a federal document
- Poor-quality fingerprints. Rejected prints mean a new card and a new request. Use a professional fingerprinting service
- Starting too late. The FBI check, U.S. authentication, embassy attestation, and MOFA attestation each take time. Start as soon as you accept a job offer
- Not asking the employer what they need. Confirm whether they need the full chain, a translation, or a report issued within a set number of months
