Dubai or Riyadh? Apostille vs Attestation for UAE and Saudi Arabia
Saudi Arabia accepts an apostille on foreign documents; the UAE does not. Moving to Dubai, Abu Dhabi, Sharjah or Ras Al Khaimah means full attestation instead. Here is which one you need, how each route works, and how to avoid a rejected document.
Every year, thousands of professionals, families, and businesses relocate to the Gulf. Before a work visa, residence permit, or business licence is issued, the authorities ask for documents from your home country: a police clearance or background check, degree certificates, marriage and birth certificates, or company papers.
Those documents must be authenticated before they are accepted. The catch is that the two biggest destinations in the region, the United Arab Emirates and Saudi Arabia, follow different rules. Getting the wrong stamp is one of the most common reasons a visa or job start is delayed.
Saudi Arabia: Apostille Accepted (Riyadh and Jeddah)
Saudi Arabia joined the Hague Apostille Convention on 7 December 2022, according to Upper Setup. Since then, a document issued in another member country generally needs only one certificate, an apostille, to be recognised in the Kingdom. In practice, the route for a document going to Riyadh or Jeddah usually looks like this:
- Document issued in your home country, for example an FBI background check, an RCMP certificate, or a university degree
- Apostille added by the competent authority in the issuing country, such as the U.S. Department of State for an FBI report
- Ready to use in Saudi Arabia
This replaced the older chain of embassy and ministry stamps for documents from member countries. Some employers or authorities may still ask for a certified Arabic translation, so check what the receiving office needs before you submit.
UAE: Apostille Alone Is Not Accepted (Dubai, Abu Dhabi, Sharjah, Ras Al Khaimah)
The United Arab Emirates is not a party to the Hague Apostille Convention. According to Takween Advisory, an apostilled document still needs UAE Embassy attestation and MOFA attestation before it is accepted. This process is called document attestation, or consular legalisation. The typical attestation chain for a document going to the UAE:
- Home-country authentication. The document is notarised or authenticated by the relevant state or national authority. In apostille countries, this step is often the apostille itself
- UAE Embassy or Consulate attestation in the country that issued the document
- MOFA attestation by the UAE Ministry of Foreign Affairs, once the document is inside the UAE
- Ready to use with UAE employers, free zones, immigration, and other authorities

Common Mistakes That Delay Gulf Visas and Jobs
The most common mistake is sending only an apostilled document to the UAE. It is rejected, and the whole chain has to start again, often weeks before a planned start date. Other mistakes we regularly see:
- Rejected fingerprints. A background check such as an FBI Identity History Summary or RCMP certificate starts with fingerprints. Smudged or unreadable prints mean the check is rejected before any apostille or attestation can begin; our guide to fingerprint rejections covers how to avoid them
- The wrong document version. Some employers want a full background check, not a name-based one. Confirm what the receiving authority asks for first
- Steps out of order. UAE attestation only works in sequence. The UAE Embassy will not attest a document that has not been authenticated at home
- Leaving it too late. Background checks, apostilles, and attestation each take time. Start as soon as you have a job offer
Documents that most often need apostille or attestation for the Gulf
- Police clearance certificates and background checks (FBI, RCMP, ACRO, SAPS)
- Degree certificates and transcripts
- Marriage and birth certificates
- Company documents, powers of attorney, and board resolutions
